North Carolina calls its local VINE layer the North Carolina Statewide Automated Victim Assistance and Notification system, or NC SAVAN. Official policy links SAVAN directly to the state OPUS correctional database. That connection supports NCDAC events for state prisoners. The policy also says North Carolina county jails use SAVAN, but the reviewed official sources did not list Warren County Detention Center by name. Confirm the agency shown on the live person record rather than assuming a Warren feed is active.

NC SAVAN is useful for a reported county custody change or a state prison release event. It is not a certified historical ledger. It does not replace the Warren Sheriff’s inactive incarceration record, an NCDAC Actual Release Date, or a court judgment. Federal Bureau of Prisons inmates are outside NC SAVAN. If federal custody is the likely branch, use the BOP locator rather than treating a VINE no-result as release proof.

A Warren County jail event and an NCDAC prison event are not interchangeable. Leaving Warren County Detention Center for Warren Correctional Institution is a transfer and continued custody. Leaving a state prison to active PRS is a release from incarceration, but state supervision continues. An unconditional discharge is different from both.

Warren County SAVAN Event Types

NC SAVAN’s state policy gives the Warren County VINE check a distinct local layer. Through OPUS, the system distinguishes release with supervision from release without supervision. Phone registration uses a four-digit PIN chosen by the requester. The offender does not choose it and, according to official material, is not told who registered. When a phone alert arrives, the recipient enters the PIN to acknowledge that event. If it is not acknowledged, calls can repeat at set intervals for up to 24 hours. This repeat-call behavior is a notification safeguard, not evidence that several separate release events occurred.

The official NC SAVAN policy is the source for OPUS linkage, event distinctions, county-jail language, and PIN handling. Warren’s live result still controls the reporting-agency question.

Release with supervision

Incarceration ends while parole, probation, or PRS authority continues.

Release without supervision

The reporting event does not begin or continue a listed community-supervision phase.

Custody change

A broader event that can include transfer or status movement rather than community release.

Set Warren County Release Alerts

NCDAC Victim Support Services can also be reached at 1-866-719-0108 during its published weekday hours. Alerts should remain active until official confirmation is obtained, because a projected date can move and a physical release may post after processing.

Warren County SAVAN Form

The state’s official hardcopy notification request is a fallback when live access or registration fails. It asks whether the person is in a county jail, state prison, parole, probation or PRS, or an unknown status. The form requests identity, county or DAC number, conviction county, offense, and case data. It also supports phone, text, email, and the four-digit PIN.

The form lists fax 919-715-1256 and email SVC_DPS_VictimServices@ncdps.gov. Mail goes to N.C. Department of Public Safety Victim Services, 4223 Mail Service Center, Raleigh, NC 27699-4200. Supply enough data to identify the intended person, but do not assume that selecting “county jail” establishes a live Warren County integration. Victim Services can resolve the proper registration path.

Confirm Warren County VINE Events

A VINE event proves what its reporting agency sent. It does not rule out a detainer, a transfer, federal or immigration custody, or community supervision. Data can lag. Old information may be absent. If the record is not found, test spelling and identifiers, then move to the custody-specific source rather than declaring that the person was released.

For the Warren County Detention Center, call the detention line and request the inactive incarceration record if durable proof is needed. Ask whether the departure was a community release or a transfer. Preserve the alert date, agency name, and confirmation number when the live service supplies them, then obtain the source record. A county event belongs with the Sheriff's inactive incarceration file and court order. A state prison event belongs with NCDAC's actual date, movement, sentence, and supervision fields. Federal prisoners are outside NC SAVAN and require the BOP locator or federal records. Warren County Registry Difference

The North Carolina Sex Offender and Public Protection Registry is separate from NC SAVAN. It covers only people who meet Article 27A registration rules. Public fields can include identity, aliases, address, qualifying offense, status information, and a sheriff photograph. A registry entry can corroborate that a covered person is living in the community, but it is not a general release search.

The official North Carolina registry has its own search and alert interface.

This separate offense-limited system should not be used to infer anything about a person who is not legally required to register.

Covered North Carolina residents generally must register with the county sheriff within three business days of release or arrival, and registration often lasts at least 30 years unless relief applies. Absence from the registry proves nothing about a nonregistrant’s custody or release. Use VINE for live agency events and the appropriate custodian for the official record.
